Is Periwinkle in Tinkerbell's Nook full time in Magic Kingdom or can I only see her at the Halloween party?

Periwinkle and Tinker Bell are there full time unless something odd happens and another fairy randomly shows up. I'd see them during the day and save the party time for others.
