I was able to hotel-hop, shop and eat quick-service without reservations or issues all this week at the Poly, Wilderness, and BLT. We took a lyft in-between resorts and the security just said "Welcome home" and got the lyft driver's license.

I guess I will spend less money there. I love to get Kona bagged coffee to take back home and have only seen it at the Polynesian Resort, and the Grand Floridian for gift items sold only there. I guess they don't want me shopping and spending money.

I think the issue is that the article above says that guests with valid resort reservations can “hotel-hop” for dining, shopping and other recreational activities (sans swimming). This is not actually the case. If you don’t have table-service at a resort, or a reservation at that resort, you’re not getting in. We experienced this last week and due to the very slow nature of email responses from Disney, just got email today verifying that there is no hotel-hopping without a table-service reservation.
