Orange County Florida is heading into Phase 3 of the reopening plan. Under this phase, all restrictions will be lifted. Let’s explore what this could mean for Disney World.

In a press conference today given by Mayor Jerry Demings, he shared that there is light at the end of this very dark tunnel. Today marks the 11th day that the 14-day positivity rate has been below 5%! The rolling positivity rate is 4.5%.
Orange County is now under the 5% positivity rate for the 11th day in a row.
Vaccination rates for people ages 16+ are 55% of the total population in the county. This is higher than the national average of 52%.
Because of the positivity rate the county is currently in, Mayor Demings says that they are looking to move into Phase 3 by this Friday, June 4. Phase 3 includes the county lifting all mask policies, physical distancing requirements, and other mandates that have been put in place.
The county will lift all covid-related mandates once they move to Phase 3.
How will Disney World respond?
Disney World has already begun relaxing many of its covid-related health and safety protocols. Temperature screenings and almost all physical distancing markers have been removed from the theme parks and resorts. Disney no longer requires Guests to wear masks outdoors in common areas.
Universal Studios has already relaxed its indoor mask policy by stating that vaccinated individuals can remove their masks while indoors. They are not requiring Guests to prove vaccination status. Disney was pretty quick to follow when Universal ended its outdoors mask mandate, but they have not made any changes to the indoor policy yet.
Will Disney World announce something after the county officially moves into Phase 3? Will masks no longer be required indoors once all mandates are lifted? How much higher will capacity limits be raised? We do not know the answers to these questions, but with all restrictions removed, we could see something soon.
With no county or state mandates in place, Disney could return to normal if they wanted to. They have been following CDC guidance more than state or local policies so that is something to keep in mind as well.

What about the ones that cannot get the vaccine, like individuals under 12 years old? Vaccines are not available for them yet.
Do we not care about them now either?
We should always consider everyone?

If you are fully vaccinated, no mask should be required, masks optional. Everyone has had the ability and or opportunity to to get vaccinated. The only issue I could is more caution needed when people coming to the parks from outside the United States, maybe there should be a protocol in place.(countries with high rate of covid, for example.
