According to you, do all attractions that do not have a height limit allow small babies to get on? I read in your Rider Switch article that Toy Story Mania! is not on the list of attractions that offer Child Swap. So I'll HAVE to get on the ride with my whole family (husband, 5yr old, 2.5 yrs and 10 months) else we'll have to do the line twice or have FP+ at 2 different times if baby does not ride..?

Yes, all attractions that do not have a height limit allow babies. If you wish to Child Swap at TSMM, as the attendant at the entrance, they often accommodate special needs.
